WhatsApp Business API pricing in India, explained

How WhatsApp's per-message pricing works, which messages are free, what providers add on top, and how to keep costs down for lead follow-up.

WhatsApp is where Indian buyers actually reply, so most businesses want to automate lead follow-up there. The official route is the WhatsApp Business Platform, usually called the WhatsApp Business API. Its pricing confuses people, partly because it changed. Here's how it works.

Rates change. This guide explains the structure. Always check Meta's current rate card for India before budgeting.

The app vs the API

  • WhatsApp Business app: free, runs on one phone, fine for a small shop. It can't integrate with your CRM or handle automation at scale.
  • WhatsApp Business Platform (API): for businesses that need automation, multiple agents, CRM integration and verified branding. You access it through Meta directly or through a provider.

Lead follow-up automation needs the API.

How pricing works: per message, by category

Meta moved WhatsApp Business Platform pricing to a per-message model in July 2025. You pay for template messages that Meta delivers. Templates are pre-approved message formats you send to start or restart a conversation. The price depends on the template's category:

CategoryUsed forRelative cost
MarketingOffers, launches, re-engagement, newslettersHighest
UtilityOrder and booking confirmations, reminders, updatesLower
AuthenticationOne-time passwords and login codesLowest

Prices are set per country, and India's rates are among the lower ones globally.

What's free

  • Replies within the customer service window. When a customer messages you, a 24-hour window opens. Your free-form replies inside it aren't charged.
  • Utility templates sent inside an open customer service window are also free.
  • Inbound messages from customers cost nothing to receive.

This is why lead flows that get the customer to reply early are cheaper to run. For example: "Hi Priya, reply 1 for the brochure or 2 to book a visit."

What providers add

Most businesses use a Business Solution Provider (BSP) or a product built on one. On top of Meta's per-message charges, expect:

  • a platform or subscription fee for the software: inbox, automation builder, integrations;
  • sometimes a markup on each message;
  • set-up or verification fees with some providers.

When comparing quotes, separate Meta's message costs from the provider's fees. A low monthly fee with a high per-message markup can cost more at volume.

Worked example: real estate lead follow-up

Imagine 1,000 new leads a month. A typical automated flow:

  1. First message: a marketing or utility template, depending on wording, sent to each lead. That's 1,000 charged messages.
  2. The lead replies, opening a free customer service window. Qualification questions, brochure and visit booking happen free inside it.
  3. Visit confirmation and reminders: utility templates, free if the window is still open, otherwise charged at the utility rate.
  4. Re-engagement a week later for non-responders: marketing templates.

The biggest cost driver is how many leads you message outside an open window, especially with marketing templates. Good flows earn a reply early.

Keeping costs and risk down

  • Get opt-in. Collect clear consent on your forms and landing pages. It's required by WhatsApp policy and good practice under India's data protection law.
  • Categorise templates honestly. Meta reviews categories. Promotional content in a "utility" template gets reclassified.
  • Watch quality. Too many blocks and reports lower your number's quality rating and can limit how many people you can message.
  • Don't spam re-engagement. A sequence of polite, useful messages beats daily offers.

Choosing a provider

Most businesses access the WhatsApp Business Platform through a provider rather than directly through Meta. When comparing options, look beyond the monthly fee:

  • Message pricing: is Meta's per-message charge passed through at cost, or marked up? By how much?
  • Integrations: does it connect natively to your CRM, ad lead forms and portals, or will you need middleware?
  • Automation: can you build multi-step flows with buttons, branching and hand-off to a person without code?
  • Shared inbox: can several agents work the same number with assignment, notes and history?
  • Support: who helps with verification, template approvals and quality issues, and how fast?
  • Data: where is conversation data stored, and how do you export it?

For lead follow-up specifically, integration with your CRM and lead sources usually matters more than any other feature.

Templates that get approved (and replies)

Meta reviews every template before you can use it. A few guidelines keep approvals smooth and reply rates high:

  • Be specific and expected. Messages that clearly relate to something the customer did, such as an enquiry, order or booking, are approved faster and read more often.
  • Use variables properly. Personalise with the name, project and date fields, and keep the fixed text natural.
  • Add quick-reply buttons. "Book a visit", "Get brochure" and "Talk to us" make replying effortless and open the free service window.
  • Categorise honestly. A booking confirmation is utility. A festive offer is marketing. Getting this wrong leads to reclassification or rejection.
  • Avoid pressure tactics. Excessive urgency, all-caps and repeated follow-ups increase blocks, which hurt your quality rating.

Quality rating and messaging limits

Every WhatsApp business number has a quality rating based on how recipients respond, including blocks and reports. It also has a messaging limit: how many unique people you can start conversations with in a rolling 24 hours. New numbers start with lower limits that increase as you send good-quality messages to more people.

If many recipients block or report you, quality drops and Meta can restrict your number. For lead follow-up, that's a real business risk, because your best channel goes quiet. Protect it by messaging only people who opted in, keeping marketing sequences short, and making it easy to opt out.

Frequently asked questions

Can we use our existing business number?

Usually yes, but a number registered on the API can't be used in the regular WhatsApp app at the same time. Many businesses use a dedicated number for automation.

Is the green tick required?

No. Verification with your display name is enough for most businesses. The official business account badge is granted by Meta to notable brands and isn't needed for effective follow-up.

What about SMS?

SMS remains useful as a fallback for OTPs and critical alerts. Commercial SMS in India requires registered headers and templates on the DLT platforms under TRAI rules, so plan for that set-up if you use both.

How we handle it

Our follow-up automation sets up and manages the official API for you, including verification, templates and quality monitoring, with flows designed to get an early reply. Pricing is on our pricing page, and our WhatsApp marketing team can design flows for real estate, SaaS onboarding or D2C COD confirmation.
