Performance marketing agency pricing in India: retainer, % of spend or performance-based?

How Indian agencies charge, what each model rewards, and how to compare quotes that look nothing alike.

Ask five Indian performance marketing agencies for a quote and you'll get five answers that are hard to compare. One charges a flat retainer, one a percentage of ad spend, one a fee per lead, and one a mix with a "performance bonus". This guide explains each model, what it rewards, and how to compare quotes fairly.

The four common pricing models

1. Flat monthly retainer

A fixed fee every month for an agreed scope: channels, creative volume, landing pages, reporting and meetings.

What it rewards: doing the agreed work well, whatever your spend. Pros: predictable cost; no incentive to inflate your budget; easy to budget for. Cons: scope needs to be clear, or "extra" work becomes a negotiation; fee doesn't automatically scale with complexity.

2. Percentage of ad spend

The agency charges a percentage of the media it manages, often with a minimum fee.

What it rewards: higher spend. Pros: simple; cost grows with account size. Cons: the agency earns more when you spend more, even when the extra spend doesn't pay back. It also gives no reward for cutting waste.

3. Pay per lead or per sale

You pay a fixed amount per lead, appointment or sale, sometimes with the agency covering the media.

What it rewards: volume of whatever's being counted. Pros: feels low-risk; easy to understand. Cons: the agency optimises for the cheapest lead that meets the definition, which is rarely your best customer. In real estate and B2B, lead quality often suffers. Disputes about what counts are common.

4. Hybrid: base fee plus performance bonus

A smaller retainer plus a bonus tied to outcomes, such as cost per booking below a target or revenue above a threshold.

What it rewards: a mix of good work and results. Pros: aligns incentives when the outcome is measured properly. Cons: needs clean, agreed measurement. If the bonus metric is wrong, such as platform ROAS instead of delivered revenue, it rewards the wrong behaviour.

Which model fits your business?

High-volume, low-consideration leadsPay per lead, with strict quality rules
Clean CRM data and long-term partnershipHybrid: base fee plus outcome bonus

For Indian real estate, SaaS and D2C, where the outcome you care about (booking, SQL or delivered order) happens after the lead, a flat retainer or a hybrid tied to real outcomes usually aligns best. We use flat fees for that reason. See our pricing.

What should be in the fee?

The biggest source of confusion is scope. Two quotes at the same price can include very different work. Check whether the fee covers:

  • Channels: Meta, Google, LinkedIn, YouTube, portals or marketplaces, and how many.
  • Creative: how many new ad assets a month, in which formats, and whether video and UGC are included.
  • Landing pages and CRO: new pages, testing and speed work.
  • Tracking and analytics: pixel, Conversions API, offline conversions, dashboards.
  • Follow-up and automation: WhatsApp flows, CRM set-up and lead routing.
  • Strategy and meetings: weekly calls, monthly reviews, quarterly planning.
  • Tools: whether software costs are included or billed separately.

Ad spend is almost always separate and should be paid directly to the platforms from accounts you own.

How to compare quotes fairly

Turn every quote into the same shape:

  1. List the scope of each proposal in the same table.
  2. Estimate the total monthly cost: fee plus any percentage at your expected spend plus extras such as creative, tools and set-up.
  3. Estimate the cost of the work not included, which you'd have to do in-house or buy elsewhere.
  4. Check the incentives. Does the agency earn more if you spend more, or if you get better results?
  5. Check the exit terms: notice period, minimum term and ownership of accounts and creative.

An illustrative comparison

At a planned ad spend of ₹10 L a month (all figures illustrative):

Agency AAgency BAgency C
Model15% of spendFlat retainerLow retainer + per-lead fee
Monthly fee at ₹10 L spend₹1,50,000₹1,25,000₹40,000 + ₹100 per lead
Creative included6 assets20 assetsTemplates only
Landing pages & CRONoYesNo
WhatsApp & CRM set-upNoYesNo

Agency C looks cheapest until you add creative, landing pages and lead-quality problems. Agency A's fee rises automatically with spend. On scope and incentives, Agency B is often the best value even though it isn't the cheapest headline number.

Hidden costs to watch for

  • Set-up or onboarding fees that weren't in the headline quote.
  • Creative billed per asset above a low monthly allowance.
  • Tool and platform fees passed through with a markup.
  • Minimum spend commitments that push you to spend more than you'd choose.
  • Long lock-ins with heavy exit penalties.
  • Media markups where the agency buys media on your behalf and adds a margin.

None of these is necessarily wrong. They just need to be visible so you can compare total cost.

What's a reasonable fee?

Fees vary widely with scope, seniority and city. Rather than anchoring on a number, ask what you'd pay to do the same work in-house: a performance marketer, a creative designer or editor, part of an analyst, plus tools. Our guide to in-house vs agency walks through that comparison.

A useful rule: the agency fee should be justified by the improvement in your outcomes, not just by the hours. If a ₹1.5 L monthly fee cuts your cost per booking or CAC by a fifth at your spend level, it pays for itself many times over. If it doesn't, the fee is too high at any level.

Frequently asked questions

Do agencies charge GST?

Yes. Agency fees in India attract GST, currently 18% for most marketing services. Quotes are often shown excluding GST, so check.

Should the agency pay for ad spend and bill us?

We'd advise against it. Paying platforms directly from your own accounts keeps ownership, history and invoices with you, and avoids hidden media markups.

Can we negotiate a performance bonus?

Often yes, once there's a baseline and agreed measurement. Tie it to an outcome you trust, such as cost per booking from the CRM or delivered revenue, not a platform-reported metric.
